Uganda Government Allocates UGX 80 Billion for Cattle Restocking Program in Teso, Acholi, and Lango Regions

Kampala, Uganda – December 29, 2025

The Ugandan government has secured and allocated UGX 80 billion (approximately USD 21 million) to kickstart a new phase of cattle restocking in the Teso, Acholi, and Lango sub-regions, shifting from individual cash compensation claims to a uniform distribution model of five cows per eligible household.

This development follows years of consultations and dissatisfaction with the previous compensation scheme, which faced allegations of corruption, elite capture, and exclusion of many affected families. The program addresses historical livestock losses due to insurgencies, cattle raids, and conflicts dating back over three decades.

Vice President Jessica Alupo announced the allocation, stating that Chief Administrative Officers (CAOs) in the affected districts have been directed to begin identifying beneficiaries immediately. The initiative is set for implementation in the 2025/2026 financial year.

Under the new model—endorsed by President Yoweri Museveni after regional consultations—households in the three sub-regions will receive five cows each, aiming for equitable rehabilitation rather than variable payouts based on past claims. Some reports suggest this equates to an approximate value of UGX 1.6–2 million per household, depending on cow pricing (typically UGX 1.5–2 million for quality breeding stock).

Previous phases of compensation have disbursed hundreds of billions, including over UGX 500 billion total across the regions, but critics argue the process benefited few while leaving many in poverty. The shift to direct restocking is intended to rebuild the cattle corridor economy, promote wealth creation, and reduce reliance on court-ordered claims.

The announcement comes amid heightened political interest ahead of the 2026 elections, with opposition figures also pledging action on historical war debts.
